Dospute denied and account limited

Hi there. So I was scammed for a brand new phone over ebay.com website. I started a case with Paypal which was denied and my account was limited right after bcs as they said "I continually dispute charges", which I dont. This was the first time, what the hell paypal?

I see this is another thread on the same topic and you sent the item back to the seller but did not have tracking to prove delivery so you were denied.
