Dispute not upheld as no tracking number supplied om item not as described so can i appeal that

Paypal have not upheld a dispute on an item significantly different than advertised by justin trading due to no tracking number supplied by me. I posted a picture of the item with the label on but have no tracking number provided by them except an eamil to say delivered. This breaches legisliation in the UYK and also makes rubbish of the buyer protection statement by Ebay. Can you contact customer services re an appeal where clearly the seller has sent something not as described as even the label states 36 inch witch and i have a 26cm witch in a box. Any advice on how I can pursue this.

If you won a claim for item received but not as described and paypal told you to return the item back to the seller for a full refund, then you need to provide a tracking number to prove delivery of the item back to the seller.
No different than in an item not received dispute where the seller has to provide trackable proof of delivery.
Advice is voluntary.
