Cheater(Senqi Technology Group Ltd) illegally grabbed my money

I have purchased 3 items from <removed> Ltd and the purposefully shipped wrong item. When it arrived The delivery agent agent brought it to me. While seeing the package itself I understood it's wrong product so that I denied to receive the product. So the delivery agent took it back. I received call from the delivery company for the confirmation to return the product. I opened case in Paypal requesting for the refund.
Paypal opened a case forum where me and the these cheaters(<removed>) had arguments. Finally I escalated the case directly to paypal. Now paypal has taken the illogical decision that I need to return the product which I don't have in my hand or that I did not receive to the seller for getting my money back or refund.
I don't understand what logic is behind it. Please understand I did not receive the product from the delivery company so how can I return it.
I need my money back which these cheaters illegally handed. Please someone help to get it

APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made. HOWEVER if you don't want to do all that yet then just phone them with the evidence you already have and if they are aware of this company you may be able to get a refund without doing all of the above?
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Dear Sir,
It just happened to me. I was checking the tracking of my VCR and DVD Player and to my disbelief i found out that it was delivered!!!!!! I checked with the National posting company of Malta and they are saying it is a scam. On their records the tracking number shows that the item was delivered by the postman, which cannot be as the postmen do not deliver VCR's and/or DVD players!!!!!!!!!!!
PayPal has to do something on these CHEATERS. PayPal cannot keep these cheaters on their list of possible payments that can be done through them.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.
Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.
So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.
They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.
The best thing is to not buy from them in the first place, to recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

I had purchased 3 cabinets from them. I did not receive anything. According to them they shipped and had proof of delivery of a package to my address. When I went to the post office to find out about the tracking number it was for a 1.3 oz package (the size of a letter) not for three cabinets. We were advised to report it to the police (which I did and have a case number). They have refused to refund my money. My next step is to arbitrate through Paypal. The police have this listed as a fraud and scam. I'm hoping that PayPal will honor the evidence and refund my money.
