Cannot open case in Resolution Centre

I cannot open the case in the Resolution Centre regarding the pending transaction of £21.35.

I was paying for eBay purchase today while in the middle of this PayPal window hanged.

My bank shown me that card has been authorised. But eBay shows the purchase has not been PAID!.

What should I do??

You can't open a dispute against a pending transaction as there is no one to open a case against as no one has been paid.

If its showing as pending in your paypal account and does not complete then it will time out 30 days post paying.
