I filed a dispute with paypal and it closed in favor of seller because i did not upload info needed, but it was never requested. Case closed I dk what appeal button they say is on the closed case for 10 days i did not have that. I called a filed dispute with the credit Bank and they refunded the charge. Now a few weeks later the charge is back on my account and the case is open again and under review and there is know where to upload and no email to inform me about any thing. Can paypal reopen a closed case after paypal credit bank reversed the charge? can they charge me on a reopened closed case under review?
