closed account limitations

My account has been permanently turned off. The response I got was I tried a transaction that went outside their guidelines. It was a charge for something I did not realize what it was, and when I did, they issued a refund.  My account now is permanently locked, and I can never have an account again. The credit had been issued by the foreign company, so the transaction did not go through. What can I do?

Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
