Can I do a dispute for an item if the item isn't late arriving?

Hi, I was wondering if I can do a dispute when the item isn't received but it isn't late yet. I contacted the company for a cancellation (the item hasn't even been made yet) and they said they don't do cancellations or refunds. I then did a search of reviews on this company and it appears to be a scam company. They have 1 star rating at BBB and other sites for people never receiving their items. Do I have to wait until the date passes that my item was to be here in order to do a dispute? Thanks!

Well if you open a dispute for 'non receipt' and the item arrives then you would have to alter the dispute to 'not as described' if and only if that is the case.
Advice is voluntary.
