I’ve borrowed a friend of mine money via PayPal (family & friends). Now she doesn’t pay it back. What can I do?

Sadly nothing via paypal as a friends/family sent payment is a gift of money with no buyer protection.

If you funded the payment via a credit card then you could see if they will help you but unlikely for the same reason unfortunately.
