Bogus Account with my email but someone else's phone

Hello Community,

Someone created an account with my email address but their phone number.  So I can't do Forgot Password because I don't know their phone number.  I can't get through to anyone at Paypal because I guess they've never considered such a scenario.  Of course, if someone was to get a new phone number and fail to update their Paypal account in time, they would be out of luck.

Does anyone have any ideas how I might access this account and possibly just close it down?  Or use it for myself since it was opened with my email in the first place?

Welcome to the PayPal Community! I'm sorry to hear your email address has been registered on PayPal without your knowledge. I would recommend following the instructions in this Help Center article to see if PayPal can have your email address removed from our system: Why am I receiving emails from PayPal when I don’t have an account?
