THIS IS VERY ANNOYING that this topic hasn't been resolved yet...
I want to send payments, but without adding bank account nothing would happen..
--> Every time, I try to add Bank Account and card; I get the below error:
"There’s a problem with your account. Please go to the resolution center so we can help you resolve this quickly."
--> I click the above link and 'Resolution Center' page opens up with following message:
"Your account access is limited: To view and resolve the limitations that have been applied on your account, you can visit the account limitations page. Go to Account Limitations"
--> On the next page.. message with Title 'We need some information from you' appears with 'Resolve' Button within 'Upload a Photo ID' dialogue box.
THE ISSUE: Whenever I Click the 'Resolve' Button a 'Document Upload Page' pops up (see attached image) with TOTALLY UNRESPONSIVE buttons and links...
It seems like the problem is from the backend..
I request concerned PayPal Employees to look into this

I am sorry to hear of the limitation, and that the buttons are unresponsive. Please try clearing the cookies and cache in your browser and close and reopen the browser after that, then re-login to PayPal and navigate to the upload page again. If that doesn't resolve the issue, please try a different browser. If the problem persists after that, please contact customer service for assistance. That will allow the issue to be looked into, and a representative can give you an alternative method for submitting documents. To see your contact options, please click Contact at the bottom of the PayPal website.
