why  is the fee  authentication needed?
When you receive payments from outside your country or region . There is  a fee when you send a payment to someone in another country or if you receive a payment from someone in another country. The   PayPal User Agreement  has specific information.

Total Scam.

PayPal does not ask you to pay an ‘authentication’ fee to receive money.

Any PayPal fees are automatically deducted as funds are displayed/posted into your account.

You account balance shows zero so the person did not pay. Just delete the email. Do not click any links in it.

Kudos & Solved are greatly appreciated. 🙂
