Account limited after moving countries and can't access documents to prove identity

I moved from Israel to California, and I cannot provide proof of address in the form of a utility bill/ bank statement/government-issued documents. When I would like to access my account just to move the money onto my new American Paypal account in which I can provide proof of identity and address. I closed my bank account in Israel. I have provided my Israeli passport and appropriate ID but can't provide proof of address because I don't live there anymore. Please help.

Write a letter explaining the whole situation to PayPal, pdf it and upload to the request.
PayPal might permanently limit the account, but you can ask if PayPal may transfer the funds to your US account balance if they do.
PayPal accounts should be closed prior to moving to another country like you would close your bank account before leaving the country.
