Account Restricted. Can't open case.

My Account Restricted, I didn't receive any notification, last action requested was to confirm identity, I sent all documents required and even my name was changed. Resolution Center doesn't allows me to open a case.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
