Account Limited, Need to refund a customer

Hello, I wanted some help with a Issue I have. So I recently created a Paypal account for my business in order to accept payments online. The issue is, the account got limited, and I already have accepted 3 payments( it went through automatically) and 2 of the payments need to be refunded because the customer canceled their bookings (Hotel). The problem is as the money is on hold, I cant refund them, and I need to do that asap, as its a big chunk of money they spent on the reservations. I have followed all steps to unlimit my account, but I had a problem with the FATCA check, as I wrongly input some information there, and need it to be reset, but everyone I spoke to didn't have a way to reset it or fix it. Please help

I am sorry to hear your account has been limited. I know this must be frustrating. When an account limitation is placed, you would be required to complete all the steps in the Resolution Center to resolve it.
Once all the steps are done, your account would be sent for review. You would then be updated via email.
