Accidently set up Israeli acct, donors sent $, now 2 yrs trying to resolve. How contact Cust Svc?

We're a small non-profit in the US.  Back in November 2020 we accidentally created a PayPal Israel account and conducted a fundraiser, raising $3,523.42. We realized immediately after that we'd triggered the different-country fraud restriction. We've tried continuously for the last 2 years to appeal and transfer our funds, but have been Permanently Restricted.

 

I now can't even directly contact PayPal Israel to request them to reopen the case; the Resolution Center link loops me back to the same dead end. I attempted calling on Skype but the number they give doesn't work. If they won't let us have the money, that's one thing, but they should at least refund our donors.  Yes, it was our error in creating the original account, but it's just plain wrong for them to hold onto the funds in perpetuity.

 

I just want to contact someone, anyone, in Customer Service...but how??  Help!

Log out of all accounts.

Another option is to file a complaint at bbb.org under PayPal San Jose, CA…explaining the situation like you did here and asking them to direct you to the department that deals with int’l accounts, namely Israel accounts.

 

You could withdraw to US bank with Israel accounts for 35.00 USD per withdrawal (when no currency conversion is involved).
