sandbox paypal status is always "PENDING" and reason code is "PAYMENT_REVIEW"

Hello,

I have a sandbox account which was manually created and I don't have developer account for the sandbox account. when I am executing payment and receive response, the payment status which i am getting is always "pending" and reason code is "payment_review". I did search on paypal community, I found that either my sandbox account's email is not verified or there is a option in developer account of "Payment Review", which I need to OFF but I don't have a developer account. the sandbox account was manually created. I am using paypal javascript sdk for integration.I am using doller currency.

Hello,

Thank you for posting to the PayPal Sandbox Community.

If you turned Payment Review on in Sandbox every payment will go under Payment Review.

Here are the steps to turning off Payment Review.

• Log into the Developer Dashboard 
• Click on Accounts under Sandbox
• Click the three dots under Manage Accounts next to the Sandbox account you are using to test
• Click View/Edit Account
• Click on Settings
• Turn Payment Review to off

• Click Close when finished
