sandbox does not connect to paypal

why can' i connect to paypal in sandbox mode?

This has always worked.

now when i put paypal standard into sandbox mode.
1. add product to cart
2. proceed to checkout.
3. proceed to paypal. this is when i get the error.  I am never connected to paypal

Please cross-check your PayPal Business account and make sure it is verified and confirmed without any account limitations. 

Also, please try to process a test payment using a card that is not associated with your PayPal Account, since merchants can't process self-payments.

Sometimes, certain browser settings or extensions can affect the functionality of a website. Furthermore, trying to access the website in private/safe mode can help determine if any third-party applications or extensions are causing the problem.
