mass payments set up

I have used  PayPal marketplace as per your guidance I want to create payout information of my receivers through a CSV file. according to documentation, these are the steps to upload a file.

To upload a payment file:

1. Log in to your PayPal account at https://www.paypal.com.
2. Click Money at the top of the Summary page and then Send Money on the left.
3. Click Make a Mass Payment.
4. From the Choose Payouts Recipients page, click Browse, select your payment file, and then click Open.
5. (Optional) Enter text in the Email subject and Custom message for the recipient.
6. Click Continue. PayPal scans your payment file for errors. If the file is valid, the Review Your Payments Details page displays.

If I follow these steps   when I click Make a Mass Payment user send money from my account then it says this is

Mass Payment is not enabled on production accounts by default. As per the messaging shown on the page you reached, you need to reach out to our customer service / business support teams or account manager if you have one to request this functionality be enabled.
