Sandbox Account needing "Enable Billing Address Request" set

I'd like to ask the "Billing address request" to be enabled so I can use billing agreements in my sandbox

The merchant ID for the sandbox is: VMWUBL9LCPE54.

Would it be possible to "enable billing address request" to the following sandbox account: TNSKTLH6PQ52Q 

Also, the phone number is not being returned with billing address. It looks like a configuration but I can't find it on the sandbox setup.
