IPN stopped working

Greetings,

 

I am trying to integrate a Paypal recurring payment method with the IPN feature in a website. Even though some tests I made (in a sandbox account) seemed like they were working correctly, now it looks like IPN stopped working

 

New transactions do not generate an IPN and I have no new entries in the IPN history.

Also when I try to resend an old IPN, the status is set to 'Sent-Resending' but neither changes nor sends the request after all.

I can confirm this problem for sandbox on my side too. It's started to be observed sometime after 05/04/2023. I am have this issue on several different servers with different credentials.
PayPal html form for paymant contains the correct notify_url and all other data. Redirection to the PayPal and payment is successful but no callback from PayPal side after payment
Also I tried to specified the IPN URL in the PP account settings and the IPN show as activated, but this did not change anything and the problem did not disappear. IPN history after 04/04/2023 is empty
