This is currently a known issue which we hope to have resolved soon. I can't provide a more specific time-frame unfortunately.

Hello All,

This issue has been resolved as of this morning.

I've tested our deployed fix and was able to link a business sandbox account created on "www.sandbox.paypal.com" to my developer account.
