Failed to create a REST API apps

As per this article I am trying to setup my Rest API App to integrate PayPal payments with my custom developed e-commerce website.

When I go to followung URL, i get error id: b3147f2028cf7

If I click on Create App and give a name and submit then the following error

Hello,

Please try creating a new sandbox business account first, using a unique email address. Once the new account has been created, try to create a new REST application and choose the new sandbox account during the application creation process.

Let me know if the issue persists after following these steps.
