I'm getting a 500 Error from Paypal when tryin to create a Platform Partner App in the sandbox.

I'm trying to create a Platform Partner App in my Sandbox.  It's throwing a 500 error when I do.  There's no further information. I'm using Chrome (not that I expect that matters), and I'm in Hawaii (which shouldn't matter, either).
