Error while adding a Debit/Credit card on staging account

Hi there,

I'm trying to use the staging site:

 - https://www.ebayqe.stage.paypal.com/myaccount/money/cards/new/manual

And adding a debit card to my account but keep getting "Due to technical difficulties, your request couldn't be completed. Please wait a little while and try again.

I've done this in the past few times and was working.

Is there any technical issue on your end on staging?

I just called them and it's better to use the correct generator:

https://developer.paypal.com/developer/creditCardGenerator/

But right now it is still failing even with this generator.
