Creating a Sandbox account results in Error (including the default ones PayPal created) ...

Hello Friends:

I've been searching around to try and figure out my issue (Google, This Community, StackOverflow, etc), but with no luck.

SIMPLE PROBLEM:

  • When I logged into my Developer account (which I don't do very often) to create a Sandbox account, the two default Sandbox accounts that PayPal automatically created for me (connect-facilitator-AT-myDomain and connect-buyer-AT-myDomain) resulted in an Error states. No explanation was given. It just said to delete them and try recreating them.

  • I deleted both and proceeded to create my own (with a different email address), which resulted in the same Error state with no explanation.
  • I have tried different 20-character passwords that include NUMBERS, LETTERS, SPECIAL CHARACTERS, UPPERCASE, LOWERCASE, etc.

  • I've tried different seed Amounts: $9999, $10000, $100 (but without the dollar sign).

  • I have tried different email addresses with varying formats. All indicated that they were available.

Is it a developer account issue (perhaps a setting somewhere that is prohibiting my creating a Sandbox account)? I something else?

I'm really at a loss as to how to succeed here because no useful feedback is given.
