Hello everyone,
I'm a simple developer i haven't any company, i would only test Commerce Platform for my small site.
I'm starting to try sandbox api but I'm getting this error >.<"
POST https://api.sandbox.paypal.com/v2/customer/partner-referrals
"name": "NOT_AUTHORIZED",
"message": "Authorization failed due to insufficient permissions.",
"details": [
{
"issue": "MISSING_SCOPES",
"description": "User doesn't have this API in their scope"
}
I want only to ask if Sandbox API for Commerce Platform needs a partner onboarding.
If It is like that, is it a link for subscription? https://www.paypal-partnerprogram.com/s/
I'm only a developer so i haven't any company, can i fill the form anyway?
Thanks in advance!
Marco.

Hello,
Thank you for posting to the PayPal Sandbox Community.
At this time Partner Onboarding and Partner API is currently available to approved partners. Without this approval, calling the PayPal Commerce Platform APIs results in the HTTP status code of 401 Unauthorized.
If you visit the Partner Onboarding section of the PayPal Developer site there is additional information.
Thank you,
Jennifer

Hi All,
Just to clarify in-case anyone else is attempting to test these partner referral endpoints in our sandbox environment and comes across this thread.
In order to be able to access / use these sandbox API endpoints for partner referrals, you will need to contact our support team after creating your sandbox REST application and request access to partner referrals in sandbox.
Providing the following information will speed up your request :
1. "client_id" from the sandbox REST application you intend on using
2. Email address from the sandbox account associated with the REST application you intend on using
3. If you want to use a specific BN code, please also specify that within your request. [If you are a PayPal partner, you must use a build notation (BN) code in the PayPal-Partner-Attribution-Id
header in your calls to receive revenue attribution]
We will enable the required scopes on your sandbox REST application and you should then be able to leverage these API's in our sandbox environment.
** NOTE **
We cannot on-board production accounts for commerce platform. Commerce platform is currently in testing with select PayPal partners. You can register your interest in the product at the following URL
https://www.paypal.com/us/webapps/mpp/partner-program/contact-us
This is a register your interest only form, it is not an application form for the product. When the commerce platform team have additional bandwidth for new users to be on-boarded, they will reach out to you directly.
Thanks !
