[Charge fee] User And Merchant Has The Same Primary Currency

Hi guys, I'm testing feature deposit and withdraw money in the same primary currency between Merchant and User. But I have a problem with fee charge. If I use USD, I have no fee charge. But in another currency, for example: EUR, I have to charge fee with 0.46 EUR. How can I get rid of the fee, because for a merchant account, that fee is gonna big.
