Thank you for posting to the PayPal Sandbox Community.
There is a known issue that intermittently merchants cannot delete their sandbox accounts. I have manually deleted all of the sandbox accounts that were in your post. Clear your cache and cookies, and log into the PayPal developer dashboard at https://developer.paypal.com and go to your sandbox accounts under Testing Tools. You will no longer see the deleted accounts.
