Cannot add an address to a sandbox user account to return billing address.

As part of our commerce site integration, we would like to receive a billing address for a sandbox account returned after the user completes the PayPal portion of payment.
I have tried to log in with a sandbox user account and add an address, but keep getting an error indicating that a country is required, yet there is no field to enter select a country in the address form. Why isn't there a country field if country is required?
Additionally, does something additional need to be enabled for the billing address to be returned to the site?
The merchant ID for the sandbox store is: 7Y2KAGX9NPMP4

Hi @MTS_Justin - thank you for enabling this.
I cannot seem to add an address to a sandbox user's account. When I log into the sandbox and try to add an address, I get the following error:
However, there is no field for specifying a country. Am I missing something? Is this the address that would be returned from PayPal?

I can't see the image you shared which shows the error you're seeing.
Can you upload the screenshot to an image sharing site and then share the URL for the hosted image ?
Example : https://pasteboard.co/
Please also let me know the sandbox account type (personal / business) and the country of the account so I can attempt the same from my side.

Sorry for the delay in responding, I've been busy with other tasks.
Yes, that's the right section to enter an address on an account and once the address is set as the primary address on the account, it would be returned to a merchant / business account which has the option to receive the buyer's billing address.
In regards to the add address section not showing the option to enter a country, as the account is a U.S. account, the country would / should default to the U.S., but there appears to be something wrong here if you're seeing that error.
I'll need to re-produce the issue myself and submit a request internally for the issue to be reviewed.
A sandbox account should come with a default primary address added, so you shouldn't need to add one in order to be able to retrieve the address as a merchant / business account with the ability to receive a buyer's billing information.

I've tested the issue with adding an address to a personal account and I experienced the same issue. I've reported this internally so that it can be investigated and resolved.
As far as I'm aware, personal accounts should have an address added by default, but during my testing of the issue above I noticed that the account did not have an address added, which was unexpected. I've also queried this with the relevant team, as I believe personal accounts should be created with an address already added.
I'll revert back to you once I have updates to share in regards to the two items above.
