Can PayPal Here APIs be called from Windows server or a browser app?

I want to initiate a card present transaction using the PayPal Chip Card reader and/or Chip and Tap Reader either from a Windows app running in the cloud or from a web browser app on the customer's network. Is it possible to do this? The PayPal Here SDK only seems to support iOS and Andriod. If it is possible to do this either from the cloud or through a browser app can someone point me to the appropriate documentation? Thx.

The SDK's for PayPal here are only available on iOS and Android at this time. There is no option to run the service from the cloud at the moment unfortunately.
