Alternative Shipping Address being ignored when paying by Credit Card

I'm allowing customers to pay by credit card through PayPal who do not have a PayPal Account. After entering their Credit Card details, they have to enter the card Billing Address. There is then a checkbox that allows for a different Shipping Address to be entered.
The problem is that the Billing Address is still used as the Shipping Address even when an alternative address has been supplied.
I've supplied screenshots to show:
1. The way the PayPal buttons are rendered in <scripts> on the page.
2. The button that appears and the dialog that is rendered.
3. Proof of a Billing Address and Shipping Address being entered.
4. Details of what is returned on completion of the transaction which shows the Shipping Address set to the Billing Address.
