I'm being asked for tax ID information, however, my PayPal account is used strictly as a pass-through. Funds are received from multiple senders and then distributed to multiple recipients. Any feedback would be appreciated.

Hello @Temp20221223I,
Welcome to our community forum and thank you for your post!
I am happy to help you with your inquiry. All US payment processors, including PayPal, are required by the Internal Revenue Service(IRS) to provide information to the IRS about certain customers who receive payments for the sale of goods or services through PayPal. You can learn more information about submitting Tax ID information here : US IRS Tax Questions
I hope this information helps!
