I'm a non US citizen

Hello i'm not a US citizen and paypal recently send me an email that I have to meet the new IRS requirements but how do I certify that I'm not a US citizen? it says something about a form but I can't find anything like that anywhere.

Can anyone help me?

your paypal account is open in the united states. and therefore , you are resident there .

a paypal account must be opened in his country of residence (cgu paypal)

also check that the email is not fraudulent.
