Case closed despite escalating within time frame

You must have run out of time in between the time paypal sent the email and the time you tried to escalate the dispute.
You had up to 20 days from when you opened the dispute to escalate it to a claim so why wait till the last hour?
Unfortunately it can't be re-opened and you can't open a second dispute for the same transaction.
If you funded your paypal payment via a credit card you could see if they will chargeback for you?

You don't have to wait for the seller to respond, as long as you have given them a reasonable amount of time ie 7-10 days then you can go ahead and escalate.
The 20 days times out at the same 'time' you opened the initial dispute.
