Individual merchants create a sign up process where you can agree to make regular payments to them in exchange for their offered goods or services. However, buyers cannot initiate this process on their own and the merchant has to have this available for their buyers to sign up through. If you're looking to make regular payments as a buyer otherwise, you would have to log in on a regular basis and use the "Send Money" tab for your purchases.
