paypal asked for tax id/ssi number without me making 20,000?

so i make money from surveys on a website called grabpoints.com but i only made like $400 in the last month and transferred to my bank account and they asked for my social security number for tax reasons but the guideline on their site says they only need that if you make 20,000 or more in sales i have not sold anything could this be if i made 200 transfers or transaction i don't really know?
