Based off of the information provided, it sounds like the payment may have been completed using a guest checkout. When this happens the transaction will not reflect on your PayPal account since a login was not completed at checkout. However, if you have not received the item or service a Customer Service teammate may still be able to locate the payment and dispute the payment for you further.
