How do I get my PayPal history CSV file?

I am trying to download or export my PayPal history like I have done every single year. However the options to do so aren't there AND even the Help section still directs to an older version of how to get them. I've called PayPal and they have said they will send them .. but haven't. Any ideas of a solution as the download statements section just takes me to a congratulations page that waffles some nonsense about taxation somewhere other than England?!
