I use PayPal in Romania, and my accountants are requiring a "certificate of tax residence" from PayPal, to confirm PayPal's business location to avoid double taxation here.
All companies should be able to provide such a certificate (you can find them online for all major companies, but I couldn't find one for PayPal).
