A company says it has given me refund on part of an order i returned, but it isn't in my paypal account,  i have queried this with the company concerned and  they just keep telling me they have refunded it and it must be a problem with paypal.  What is my next step ?

If you funded the original paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.

Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c

In that case >>>

Have you bought anything and paid for it via paypal since the payments should have gone in??

The reason i ask is that if you have funds in your paypal balance and then buy something then paypal will always take from those funds (as that is now the default funding source), rather than from your normal funding source eg bank account or card.

To check go and click on the word "details" next to any recent paypal buying transaction and see if they were funded from your paypal balance ie refund rather than your normal funding source.
