refund from seller

i cancelled a purchase from an ebay seller i paid with paypal when trying to get a refund he said he done it a week later when i emailed him he said he didnt no how to do it said he woulkd try again after emails asking him he said he'd send a postal order which was 2 weeks ago it has not turned up how doi get my refund usuing paypal
