Will i get a refund if sellers balance is £0

Hi there guys,
i have recently escalated a dispute to a claim and as yet we have had no responce from the seller so i am assuming paypal will be offering me a refund shortly.
I'm just after clarification on a couple of things:
1) if the sellers balance is £0 will i still get my £20+ refund?
2) can they close their account while a claim is ongoin?
I am concerned that i will be left short changed if they close their account and disappear & also if their balance is £0 can paypal still refund my money?
any advice would be greatly appreciated. Thank you for reading!

Hi EH_411,
If you have purchased an item on eBay and paid for it via PayPal you will have full buyer protection.
This means that if you open a claim against your seller and the claim is found in your favour you will receive a full refund even if your seller's balance is zero.
Also, once there are open issues such as disputes or claims on a PayPal account, It can not be closed until all issues are resolved.
