Paypal has settled my claim for an item I didn't receive but I've just realised I marked the claim as "not as described" instead of "not received". PayPal now want me to provide return postage info before I receive my refund. How do I amend my claim reason now?

You can't change a dispute that way around, only from non receipt TO not as described so you could try phoning customer services to sort it?
Personally however this is what I would do but its up to you whether you want to take my advice or not....I would send an empty 'tracked' envelope back to the seller and give paypal that tracking number. He sent you nothing so you can send nothing back again trackable to prove delivery.
May or may not work but up to you if you want to try it.
Advice is voluntary.
Kudos / Solution appreciated.
