Hi I have a buyer request refund. So have tried to refund via eBay. Every time I hit the refund button I get a message saying "technical error" it then asks me to log into paypal and refund there. The money is held in paypal and my account is locked and funds will be held for 180 days. Why am I unable to Issey refund from PayPal? Please help.

If your account has been locked and you would like to refund your buyer, please use the Message Center on your PayPal account to send us a message with the details of the transactions you’d like us to issue any refunds on your behalf.
