Bought item on EBay which didn't arrive.Seller obtained refund through claim on Royal Mail and is now asking for our Paypal details so that he can he can refund us. What details is it safe to give?

She doesn't need any information, just tell her to use the refund option in the details of the transaction when you paid in her paypal account.
Personally I think you should not have had to wait for a refund for her to get a refund from RM, she should have refunded you first and then sorted that out.
If she does not give you a FULL refund then file for item not received via the resolution tab in your paypal account and escalate the dispute to a claim.
Advice is voluntary.
