Refund/account problem

Hi, recently i got this problem with refund, i'm buying from ebay and all works great untill start of February, can't receive money from sellers or services saying that there is error with my account... can't contact the paypal help service and if i type message in help box after send there is nothing in there, so please help what might be the problem ? I wonder if your account might be limited or locked?
