If there is a limitation on your account this could prevent a buyer from sending money to you, You can check in your Resolution Centre if there are any open cases. Sometimes the seller preferences can be a reason as well for payments being declined. For example, some seller only want to receive direct payments or payments from specific countries. If you don't have any of these settings set up it woudl seem that the issue in on the buyers end.
