Only received a partial refund when I should have received the full amount

Hi, on the 11th of November I bought a computer from a seller store on eBay, the computer cost £323.72.

When I received the item I found that it wasn't suitable, so I requested a refund on return, the seller didn't reply for sometime then said yes.

The seller said they would arrange for the item to be picked up because of the inconvinience but only if I left feedback in advance and cancelled the sale.

When the seller received the item, they refunded but took off 10%. I asked why and they said it was due to paypal and ebay fees. There are no fees as the sale was cancelled so they would be credited the right amount??

I then said this and they said it was policy.. in their returns description it says returns accept before 14 days, and I even requested it before 7, they never said anything about a partial refund and as far as I was concerned I should have received the full amount back.

I can't open a case because I cancelled the transaction as they asked, I didn't expect this from a seller with over 3000 feedback, and now I'm stuck, what can I do?

You chose to purchase that item, it arrived unbroken in mint condition? Buyers remorse is typically seller policy applicable - which means you can be required to send back the item at your own cost and in some cases charged a fee. If you feel you are somehow wronged by the seller, you can contact PayPal customer service.
