I need help with paypal dispute. Seller sold a not valid voucher on ebay and did not refund me

Hello,

This Thursday I bougth auction 282561478361 that was for a Skyteam voucher. Friday morning I made payment which was refunded by the seller. I made payment again on paypal for the same email address. This all happen Friday. I went to use the voucher and the air company told me that only the seller could use it, and it was pointless for me to use. I went to complain with the seller but he refused to refund me the payment. I opened a dispute on paypal. Yesterday the seller cancelled the order yesterday (Saturday) on ebay and I got an email saying I would get a refund but the refund did not happen. This happen maybe because I send the payment again by paypal on friday to the seller because the original was refunded friday. On that payment I cleared stated it was for 282561478361 item.

 

Paypal could not help because as they say:

 

"

We've completed our review and unfortunately are not able to decide the appeal in your favor.

Buyer is responsible to check the policy of the company he wants to redeem the voucher for before buying it - some airlines still could honor voucher's value as it was sold to be used against parner airlines."

 

I have 3 points here:

1) If it is for sale on ebay I assume that it is a valid sale.

 

2) on the company website it says between others: Transportation credit vouchers issued on/after Dec 15, 2011 can be transferred to another passenger as long as the person whose name appears on the voucher is traveling in the same reservation. Please review the complete terms and conditions which may vary per voucher.

 

again, based on that and if the voucher is for sale on ebay I assume that is valid to be transfered.

 

3) Even if the voucher was valid (which is not the case), if the seller canceled the transaction on ebay and I did not use the item, should I not get the money back? Or is the seller avoiding to pay ebay fees, not getting feedback, not giving nothing but trying to keep my money?
