Providing you refund the payment by using the refund tab on the initial transaction, there are no fees, in fact, refunded transactions also get a refund of the intial fee. You've 60 days from the date the payment was received to issue a refund. After that time you can only refund using send money. If you use send money, you would be liable for any relevant fees
